The St. Louis District of the U.S. Army Corps of Engineers (USACE) is charged with the complex task of maintaining a proper and healthy balance of the varying uses of the heartland's waterways. For USACE, the Flood of 1993 both tested its previous levee design and engineering theories, and informed its future design work.
